In Western woodworking at least low-angle block planes are favoured for planing end grain. These will generally give the best result, but any plane can do it if the iron is sharp enough and you take a very light cut.
What kind of hand plane is best suited for cutting end grain?

For those who don’t know, a low angle plane is best used for handplaning end grain, like if you’re making an end grain cutting board, for example. The iron comes sharpened from the factory at a 25 degree angle. Add that to the 12 degree milled bed, for an effective low angle of 37 degrees.
Can I use a hand plane on end grain?
In general, planing the end grain is discouraged because it can cause catastrophic tear-outs which can break the cutting board into pieces and also damage the planer machine, in addition to being a safety hazard for the user.

Can I plane against the grain?
Depending on how much material you need to take off, you could run it through a drum sander, or do the hand tool route and you a hand plane. Either way, you do not want to send parts through a planer cross grain. It is unsafe, bad for the tool, and will not produce a satisfying product in most cases.

Can you joint across grain?
Definitely no. Granted, some species will be more prone to splitting across the end grain than others, but in general it’s too dangerous. Don’t joint the individual strips.

How do you seal end grain before staining?
The end grain of wood soaks up stain faster than the surrounding wood, resulting in a darker appearance. This is prevented by closing the wood pores by either sanding or pre-sealing with finish, wood conditioner or wood glue. Additionally, applying with rag instead of a foam brush can reduce stain absorption too.
