that means that each pixel in the video is exactly one pixel on the sensor. because it has 30mp sensor there is a huge crop to get to the 12mp 4k image. It probably just hasn´t the processing power to downscale the 30mp to a 12mp image 30 times per second. I´m very sure full frame 4k won´t come to the R in the future.
