Can you tell the difference between 1080p and 4K on a 1080p monitor?

It actually depends on the size of the screen and where you are sitting. From a distance, it is virtually impossible for someone to tell the difference in quality between a 1080p and 4K screen. However, if you have a big enough screen, in a small enough room the difference is immediately apparent.

Why does 4K look worse than 1080p?

OTOH some cheap 4k TVs have the most rudimentary of scalers. They take a single 1080 pixel and replicate or map it on the fly to four, upping the 1080 to 2160(4k), no processing. Since they also have less memory when the action becomes fast or picture detail increases, the results may be messy to look at.

The difference is that the higher pixel count of a 4k screen allows for a more natural representation of the picture, with added detail in the image.
